CS FOR SENATE BILL NO. 7(FIN) am which had been placed at                      
the bottom of today's calendar was read the third time.                        
                                                                               
Senator Little offered the following Letter of Intent No. 2:

                               CSSB No. 7(Fin) am                              
                                                                               
It is the intent of the Legislature that the                                  
development of standard regional guidelines for                                
construction of schools in the state include the                               
consideration and implementation to the extent                                 
possible of energy efficient design and construction                           
standards.                                                                     
	                                                                              
Senator Little moved and asked unanimous consent that Letter of                
Intent No. 2 be adopted as a Senate Letter of Intent.  Without

Senator Frank moved that CS FOR SENATE BILL NO. 7(FIN) be                      
returned to second reading for the purpose of a specific amendment,            
that being Amendment No. 7.  Senator Duncan objected, then                     
withdrew his objection.  There being no further objections, the bill           
was returned to second reading.                                                
                                                                               
Senator Frank offered Amendment No. 7 :

	Delete "four other people selected by the commissioner who                    
have the following qualifications"                                             
	Insert "seven other people selected by the commissioner as

Page 3, lines 5 - 6:                                                           
     Delete "have five years of experience in school or municipal              
facilities management"                                                         
     Insert "be employed by the Department of Transportation and

		(5)  one person shall be a nonvoting                                        
member and shall have five years of experience in city or                      
borough school district facilities management;                                 
		(6)  one person shall be a nonvoting                                        
member and shall have five years of experience in municipal                    
facilities management; and                                                     
		(7)  one person shall be a nonvoting                                        
member and shall have five years of experience in regional                     
educational attendance area facilities management"                             
                                                                               
Page 3, after line 21:                                                         
	Insert a new subsection to read:                                              
	"(d)  The commissioner may not select a person to                            
serve on the bond reimbursement and grant review                               
committee under (a)(1) - (3) of this section if that person

has been employed, including employment by contract, by                       
a district in connection with a grant project submitted to the                 
department under AS14.11.011(a) and the employment                             
occurred within the past three years."                                         
                                                                               
Senator Frank moved for the adoption of Amendment No. 7.                       
Without objection, Amendment No. 7 was adopted.

schools constructed in the State of Alaska be                                  
designed and constructed with roofs that are sloped
